Arrogance and Selfishness in Climate Change Should Stop:Remarks of the Spokesperson of the Chinese Embassy in Canada on Some Canadians’ Groundless Accusations against China on Climate Change

Recently, some Canadians hyped China’s position on climate change and made groundless accusations against China on insufficient efforts to tackle climate change. China is strongly dissatisfied with their lack of respect for facts.

These people turn a blind eye to China’s increasing efforts to achieve its Nationally Determined Contributions. The fact is that guided by the vision of a community of life for man and Nature, China will continue to prioritize ecological conservation and pursue a green and low-carbon path to development. We will foster a green, low-carbon and circular economic system at a faster pace, press ahead with industrial structure adjustment, and rein in the irrational development of energy-intensive and high-emissions projects. We will speed up the transition to green and low-carbon energy, vigorously develop renewable energy, and plan and build large wind and photovoltaic power stations. In 2020, carbon emission intensity of China dropped by 48.4 percent compared with that of 2005, which translates to a total reduction of about 5.8 billion tons of carbon dioxide emissions from 2005 to 2020. China has announced its goal of peaking its carbon emissions by 2030 and achieving carbon neutrality by 2060. It will only take China 30 years to move from carbon peak to carbon neutrality. However, it will take 71 years for the EU, 43 years for the US and 37 years for Japan, all of which are developed countries, to move from carbon neutrality from carbon peak. China will cut carbon emission intensity more than any other country in the world and move from carbon peak to carbon neutrality in the shortest span in history. China will make arduous efforts to reach these goals.

These people turn a blind eye to China's efforts to actively conduct South-South Cooperation on Climate Change. Since 2011, China has allocated a total of about 1.2 billion yuan for South-South Cooperation on Climate Change and signed 40 cooperation documents with 35 countries. It has helped countries build low-carbon demonstration zones, provided them with climate-related supplies such as meteorological satellites, PV power generation and lighting equipment, NEVs, and environmental monitoring devices. China has trained about 2,000 officials and professionals in the field of climate change for nearly 120 developing countries. At the General Debate of the 76th Session of the UN General Assembly, President Xi Jinping proposed that China will step up support for other developing countries in developing green and low-carbon energy, and will not build new coal-fired power projects abroad. These measures demonstrate China's role as a responsible major country.

These people turn a blind eye to the bounden duty of developed countries. Emissions of greenhouse gases are a primary driver of climate change.  Developed countries have unshirkable and historical responsibility since they have been releasing greenhouse gases into the atmosphere for the past 200 years or so of industrialization. For example, the US cumulative historical emissions level per capita is eight times that of China. Developed countries vowed in 2009 to deliver $100 billion a year to help developing countries tackle climate change for five years from 2020. But this pledge has not been met today. And a plan on how to do so said the pledge would not be met until 2023. Parties need to honor their commitments, set realistic targets and visions, and do their best according to national conditions to deliver their climate action measures. Developed countries should not only do more themselves, but should also provide support to help developing countries do better. 

Then why do these people turn a blind eye to China’s important contributions to climate change? This is because they have long been biased against China’s development and addicted to make political maneuvers over a series of issues including climate change. While failing to deliver on their own commitments, they point fingers at those who have made hard-won achievements. Such an arrogant and selfish tone is enough. The Chinese side hopes that these people will view China objectively, and the Canadian people will have a discerning eye so as not be misled by erroneous remarks.
