China and Canada Hold First Round of Health Policy Dialogue

The first China-Canada Health Policy Dialogue was held in Ottawa, Canada from June 18 through 19. Dr. Chen Zhu, Minister of Health of the People's Republic of China visited Canada and attended the Dialogue. Minister Chen Zhu and Honorable Leona Aglukkaq, Minister of Health of Canada signed a Plan of Action for 2009-2011 for continued cooperation between the two countries on health issues of mutual and primary concern, including health policies and regulations, public health emergencies, health studies, healthy living style and surveillance.

China and Canada have a long history of cooperation in health. This 2009-2011 Plan of Action is important to China and Canada's respective efforts in health care reforms and two countries' cooperation on the prevention and control of H1N1 influenza. Two Ministers held discussions on deepening cooperation on health education and research, including the Canada-China Norman Bethune Health Research Scholarships and the establishment of Bethune Centre for joint health research.

The Chinese delegation exchanged views with their Canadian counterparts on ways to strengthen and reform the health care system, primary health care, health care in rural and remote regions, food safety, laboratory management and H1N1 virus prevention. The two sides launched webcam conversation between the Center for Public Health Emergency of the Ministry of Health of China and the Center for Emergency Preparedness and Response of the Public Health Agency of Canada. The two sides tentatively decided that the next round of dialogue will be held in China in the fall of next year. Chen also visited community health centers in Ottawa and the Bethune Memorial House in Gravenhust. Minster Chen met with Honorable Tony Clement, Minister of Industry and former Minister of Health of Canada.

During Chen's visit, Chinese Ambassador to Canada H. E. Lan Lijun held a dinner in honour of the delegation. Mr. Yang Youming, Minister Counselor and Deputy Chief of Mission, Mr. Zhang Weidong, Minister Counselor and officials from the Chinese Embassy in Canada attended the Dialogue and other functions seperately.
