Foreign Ministry Hosts Briefing for Chinese and Foreign Media on President Hu Jintao's Attendance of the Seoul Nuclear Security Summit and the Fourth Meeting of BRICS Leaders and Visit to Cambodia

On March 20, 2012, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Assistant Foreign Minister Ma Zhaoxu and Director General of the Department of Asian Affairs Luo Zhaohui introduced the background, main activities and significance of President Hu Jintao's attendance of the Seoul Nuclear Security Summit and the fourth meeting of BRICS leaders and state visit to Cambodia and took questions of journalists. Director General of the Information Department Qin Gang chaired the briefing which was attended by nearly 100 Chinese and foreign journalists.

I. Hu's attendance of the Seoul Nuclear Security Summit

Ma said that President Hu will attend the Seoul Nuclear Security Summit from March 26 to 27. With the theme of strengthening nuclear material and facilities security, the summit will comprehensively review the progress of international community in the field of nuclear security since the 2010 nuclear security summit and discuss national measures and international cooperation on strengthening nuclear security. President Hu will deliver an important speech to the summit and elaborate China's policy and major measures on nuclear security. He will also hold bilateral meetings with relevant national leaders during the summit.

Ma noted that to strengthen nuclear security and prevent nuclear terrorism are continuously drawing attention from the international community. As nuclear energy utilization is expanded, the risks of nuclear material proliferation and losses are on the rise. There are real risks of terrorists or international criminal organizations acquiring nuclear materials and sabotaging nuclear facilities. Since the 2010 Washington nuclear security summit, the international community has paid greater attention to nuclear security and strengthened international cooperation in this regard. As a result, the security of nuclear materials and facilities worldwide has been enhanced.

He pointed out that China is a major power of nuclear energy development, always attaches great importance to nuclear security, constantly enhances its own nuclear security capability and takes an active part in related international cooperation. China has presented the nuclear security progress report to the summit to introduce the efforts it has made since 2010 to enhance national nuclear security capability and conduct nuclear security cooperation. China hopes the Seoul summit will further gather international consensus, boost international nuclear security cooperation, play an effective role to improve the security of nuclear materials and facilities in the world, promote the sustainable growth of nuclear energy and economy and push foward international peace and security.

II. The fourth meeting of BRICS leaders

Ma said that the fourth meeting of BRICS leaders will be held in New Deli, India from March 28 to 29 with the theme of building partnership of stability, security and prosperity of BRICS countries. President Hu will explain China's stance on the issues of global governance, sustainable development and BRICS countries' cooperation and exchange in-depth views with other leaders. The New Deli Declaration will be released after the meeting.

He pointed out that the meeting will be held against the background that the international situation is undergoing profound and complex changes, the world economic recovery is faced with many uncertainties, the role of emerging markets in international affairs is rising and emerging markets need more than ever to cooperate with each other. All the member countries hope the meeting will help boost the cooperation among BRICS countries and expect the meeting to achieve positive results.

He mentioned that a large number of emerging markets and developing countries including BRICS countries are developing rapidly and have become an important force in handling the financial crisis, driving world economic growth, improving global economic governance and promoting democracy in international relations. The cooperation of BRICS countries complies with the call of the times and enjoys strong vitality and promising prospects.

He emphasized that China is an active participant in the cooperation of BRICS countries and always takes the cooperation with other BRICS countries as one of its top priorities of diplomatic policy. In March 2011, China successfully held the third meeting of BRICS leaders in Sanya, Hainan. The Sanya Declaration adopted at the meeting laid a solid foundation for BRICS countries to further expand and deepen cooperation. During the fourth meeting, China will make joint efforts with other participating countries to strengthen dialogue and cooperation in the international economic, financial, trade and development areas in the spirit of mutual help and mutual benefit, push foward cooperation in all fields step by step and in a pragmatic manner, communicate and coordinate on the global issues of common concern and deepen the partnership among BRICS countries for common development.

III. State visit to Cambodia

Luo said that Cambodia is a traditional friendly neighbor of China. The two countries established the all-round strategic partnership in 2010. China and Cambodia maintain close high-level contacts and enjoy fruitful pragmatic cooperation in all fields. Last year, the target of US$2.5 billion of bilateral trade volume was realized in advance. Cambodia holds the presidency of ASEAN in 2012 and plays an important role in East Asian cooperation and China-ASEAN relations.

He stressed that President Hu's visit will the first visit of Chinese head of state to Cambodia since 2000. During the visit, President Hu will meet with King Sihamoni, President of the Senate Chea Sim, National Assembly President Heng Samrin and Prime Minister Hun Sen and exchange opinions with them on deepening the all-round cooperation and strengthening coordination on international and regional issues. The two sides will release a joint statement and sign a number of business cooperation documents including the Economic and Technological Cooperation Agreement. China believes President Hu's visit will further promote China-Cambodia traditional friendship, deepen the bilateral pragmatic cooperation, plan the future of bilateral ties, enhance the all-round strategic partnership and push foward China-ASEAN relations and regional cooperation.
